  • The basis of a Responsible Guam is a Responsible Government that is reorganized to meet the modern needs of our island. This requires Executive flexibility to meet the challenges of years of neglect, and Legislative oversight to measure progress. It requires trust between our branches of Government to make the quality of services a priority. It needs the support of the people affected in order to work - and this requires us to be sensitive to the fear of change and the need for reassurances that they will not suffer.

    On a Strong Foundation we need to put in place a balanced budget that will not tip when things get shaky and will not get off-balance due to to unplanned growth. This requires a base budget determined by what we know we bring in during good times and bad, a surplus supplemental budget that programs funds when we have more than average, and a shortfall supplemental budget that spells out how we will manage financial shortfalls. Our people deserve to have as much consistency as possible, and they deserve to know when and how more is being spent, and how we will make do with less when the time comes.

    With Reorganization and proper Budgeting, we can begin to develop our economy. We need to understand that Tourism and the Military are mature industries, and that growth in these areas are limited without major help from the Federal Government in the areas of Visa Waivers and Military Buildups. With that, we need to develop new industries in ways we can control with the benefits that make us attractive - proximity to Asian Markets, Fiber Optic Capacity, an Accredited U.S. University, and the hub of Regional Growth and Development. The Responsible thing to do is to make the most of that which we can control.
