Freeze Hiring for 5 Years
Prior to engaging in Reorganization, we must freeze all hiring so that excess personnel identified after reorganization can be properly placed where they are needed rather than replaced with new hires. The freeze shall be in effect for 5 years to allow for attrition to reduce overstaffing.
Consolidate Agencies
Office of the Governor
- BBMR and Bureau of Statistics and Plans shall be consolidated
- Military Affairs and Veterans Affairs shall be consolidated
- GEDA shall be disbanded, function open as an employee of the Office of the Governor
Public Safety
- GPD, GFD, DYA (partial), DOC, and Chief Medical Examiner shall be consolidated into a NEW Department of Public Safety
Health
- GMH, Mental Health, Public Health (partial), and MIP shall be consolidated into a NEW Department of Health
Social Services
- Public Health (partial), DYA (partial), Medical Referral Office, DISID, and Chamorro Affairs shall be consolidated into a NEW Department of Social Services
Education
- Guam Commission on Education Certification shall be consolidated into UOG
- Guam Public Library shall be consolidated into the Mayors Council of Guam
Natural Resources
- Department of Agriculture, Chamorro Land Trust, Guam EPA, Land Management, and Ancestral Lands Commission shall be consolidated into a NEW Department of Natural Resources
Labor
- Contractors' License Board, PEALS Board, Guam Board of Accountancy, Department of Labor, and Agency for Human Resource Development shall be consolidated into the Department of Labor
Tourism and Culture
- Chamorro Affairs shall be consolidated into the proposed Department of Social Services
- CAHA shall be consolidated into GVB
Transportation
- Public Works and Guam Regional Transit shall be consolidated into a NEW Department of Transportation
Miscellaneous Appropriations
- Guam Power Authority Streetlight Fund into Mayors Council
- MIP into Department of Health
- Department of Parks and Recreation and CAHA shall be consolidated into GVB
Consolidate Duplicated Functions
Personnel Processing. All Personnel Processing shall be consolidated into the Department of Administration.
Payroll Processing. All Payroll Processing for autonomous,
semi-autonomous, and non-autonomous agencies shall be consolidated into
the Department of Administration.
Procurement. All Procurement for autonomous, semi-autonomous, and non-autonomous agencies shall be centralized into the Department of Administration
for bulk government orders rather than orders per agency, classified as
durable and non-durable.
Grants. All Grant writers shall be consolidated into the Guam State Clearinghouse.
Fleets. All GovGuam vehicles, buses, etc. shall be consolidated into the Department of Transporation for issurance to agencies based on need.
Economic Data. All economists, statisticians, and any other professionals assigned to collect and analyze data regarding the economy shall be consolidated into the Guam State Clearinghouse for centralized data collection and analysis to prepare an annual economic report.
