The Committee for Responsible Leadership is a community of individuals dedicated to the success of Guam.

- We believe that taking responsibility for our island is a way of life that requires a strong sense of duty to the promise of tomorrow, and the discipline to pursue that promise by seeking truth over popularity and results over fear.
- We believe that everyone who calls Guam home has something positive to contribute to the prosperity of our island, and it is the duty of responsible people to promote and encourage the productive efforts of all.
- We believe that there are best practices for all undertakings and we will seek out methods that offer the right balance between results, efficiency,
and cost.
- We believe in the value of integration and the need for our system to be networked with government software, forms, processing, and reporting interconnected, streamlined, and uniform.
- We believe in free markets and the value of competition, as well as the need to focus government resources on opening up markets and encouraging competition.

- We believe that healthcare is a right and should be available to all people in the same way as public safety and public education.
- We believe that the military buildup should result in long-term benefits for our island and people, and that a spending plan focused on economic development, technology, infrastructure, education, and healthcare systems is a must.
- We believe that borrowing should be done responsibly, and that the debt we take on should only be used to build more opportunities for the future in a way that we can measure and understand. Borrowing to make up for mismanagement or for projects that are more expensive than they need to be must stop.
- We believe in a balanced budget based on research and reason rather than on hope and broken promises. Misspending, overspending, and delayed payments of obligations must come to an end.
